Current Context

Luminus will start the construction of a new CCGT (thermal power station) in Seraing based on a turnkey EPC approach, with a total budget > 500M€. The team working for the project is part of our Generation (production) department and directly report to our Head of Generation (ComEx member) 

Mission of the role – Key Deliverables

 The Civil supervisor will assist the Civil lead engineer in the supervision of all Civil and steel structures activities in the framework of the construction of the CCGT power plant. The supervision will cover the EPC activities as well as the interfaces and the activities with the work packages. 

The Civil supervisor will work closely together with the Civil lead engineer. Forming a pair they will be fully dedicated to monitoring Contractors Civil works. Mostly working in the field, they will verify / establish a control plan based on a risk analysis, comments Contractors Method of statement, Comment Inspection and Tests plan, and then check that the quality of the works fulfills Contract’s requirements. 

Civil supervisor will be mainly active in the field to check that work progress in the field is in line with the Contract schedule and that safety of staff and equipment remains the first priority of the Contractors. 

Achievements in 1-3 years

First 3 months : Get acquainted with all procedures and templates necessary for the supervision of activities on site. Daily follow up of the works controlled by the EPC. 

1 to 3 years : Ensure throughout the project that all civil issues in the field are tackled according to the project rules. Daily supervision and reporting to the Civil lead engineer. High focus on safety and quality. Guard against non-conformities in the field. 

Main accountabilities & key challenges

  • General
    • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm. 
    • Assists the Civil lead engineer performing overall Quality control, supervision, planning follow-up, reporting, advising and troubleshooting for activities related to its domain. 
    • Perform daily site Inspection. 
    • Supports the organisation of construction and commissioning activities on the domain by supporting the Civil lead engineer. 
    • Supports Civil lead engineer in performing preventive risk analysis approach in its domain, and performs main controls to be performed based on the risk analysis and its experience.
    • Supports in verification of the QC documents. 
    • Supports Civil lead engineer in performing a preventive risk analysis approach on the civil domain to identify potential construction errors and potential optimizations before construction to ensure a smooth Change Request process if possible. 
    • Supports Civil lead engineer in attaining all relevant input necessary to the elaboration of the Review Sheets, the Technical Queries instructions, the Change Requests, the Non Conformance Requests and to the contract management. 
    • Provides input to the Civil lead engineer for the Daily, weekly and monthly progress reports for Construction activities. 
    • Takes part in daily coordination meetings with the contractors. 
    • Assists the Civil lead engineer in monitoring of the Project schedule / Progress on the field by giving precise insights on the civil activities advancement. 
    • Supports the coordination with engineers, designers, and coordinating meetings with consultants & contractors. 
    • Supports Civil lead engineer in resolution of problems and questions (punch items, NCR resolution, Technical Queries). 
    • Assists in elaborating the Punch List and assists in the transfer of the power plant to the O&M Contractor, including Construction completion certificates, taking over related documents. 
    • Assists in establishing measurement and evaluation of physical progress and QAQC progress (ITP records and open punch). 
  • Site activities
    • Supervises correct application of codes and technical requirements for site activities. 
    • Inspects jointly with the lead, (incoming) materials, products, and work in progress to conform with project standards and requirements. 
    • Assists Civil lead Engineer during audits by QAQC team. 
    • Check corrections actions to be done if inspection results were not good, and assist in making proposals for activities related to Brownfield. 
  • Safety
    • Promote / supervise a safe way to work, be present in the field to verify its implementation 
    • Together with the HSE manager, Site Construction Manager, CTO and Construction Team and the Civil Lead engineer the CS will supervise that adequate HSE policies and good practices are implemented on the site. Support during major accident investigations. 
    • Assist Civil lead engineer in reviewing practical implications of proposed Method statements to ensure that these are compliant with project rules. Supervise that contractors are applying all agreed HSE measure. 
    • Stops unsafe work at site. Record such deviations using HSE register and support HSE team to implement corrective action. 
    • Discuss any safety violations with Civil lead engineer, Site HSE Manager and Site managers from contractors. 
    • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm. 
  • Contractor Relations
    • Support collaborative trusting and effective multi contract relationships with site EPC and Brownfield contractors, Grids operators, and other contractors teams. 
    • Careful attention to all local aspects of the project.

Skills

  • Technical field supervision on wide range of civil aspects 
  • Know-how of MS office: Autocad or PDMS is a plus 
  • Hands-on & dynamic 
  • Positive team player 
  • Proactive 

Knowledge & experience

  • Extended experience with civil construction works on site 
  • Minimal 10 years of similar experience 
  • Fluent in English, French is a bonus 
  • Experience in an Owner’s team structure for a large infrastructure project 

Languages

  • English – Fluent 
  • French – Intermediate
