    Mission

    Dans votre rôle de support en prévention pour la Centrale nucléaire de Tihange, votre mission consiste à : 

    • Assister les préparateurs dans la réalisation et rédaction d’analyses de risques sécurités lors de la préparation de nouveaux travaux. 
    • Mettre en place l’appui aux exécutants pendant les interventions en ayant la vision accompagnement / développement. 
    • Prendre en charge le suivi et la supervision des chantiers avec l’ impact non négligeable des 4 risques majeurs (travail en hauteur, manutention, présence d’énergie résiduelle, tirs radio). 
    • Discuter et coacher les agents sur leur culture de sécurité.
    • Proposer :
      • Des amélioration de méthodes de travail en lien avec la sécurité (et l’ergonomie) 
      • La mise à jour des registres IER. 
    • Réaliser :
      • Des rapports basés sur des situations rencontrées pouvant être dangereuses ou accidentelles. 
      • Des Toolbox meeting . 
      • Des Statistiques lier au service. 
      • Des analyses de presqu’accident ou d’accident lié à la sécurité. 
    • Récolter, Aider, la hiérarchie et les agents sur le retour d’expérience. 
    • Participer aux réunions d’enclenchement (vérification + validation des PPSSE). 

    Profil recherché 

    • Vous êtes titulaire d’un diplôme de conseillé en prévention niveau 2 
    • Vous avez de bonnes connaissances sur la manipulation de fluides dangereux (liquides, gaz) 
    • Vous faites preuve de proactivité et de prise d’initiatives 
    • Vous possédez une bonne capacité d’apprentissage 
    • Vous êtes bien organisé (gestion des priorités) 
    • Vous avez un esprit analytique et un bon sens de la synthèse 
    • Vous êtes ouvert à la collaboration en équipe et faites preuve d’assertivité 
    • Vous communiquez aisément et vous savez vous adapter à un environnement de travail 
    • Outils informatiques : Microsoft Office (Word, Excel, Access)

    Current Context

    Luminus will start the construction of a new CCGT (thermal power station) in Seraing based on a turnkey EPC approach, with a total budget > 500M€. The team working for the project is part of our Generation (production) department and directly report to our Head of Generation (ComEx member) 

    Mission of the role – Key Deliverables

     The Civil supervisor will assist the Civil lead engineer in the supervision of all Civil and steel structures activities in the framework of the construction of the CCGT power plant. The supervision will cover the EPC activities as well as the interfaces and the activities with the work packages. 

    The Civil supervisor will work closely together with the Civil lead engineer. Forming a pair they will be fully dedicated to monitoring Contractors Civil works. Mostly working in the field, they will verify / establish a control plan based on a risk analysis, comments Contractors Method of statement, Comment Inspection and Tests plan, and then check that the quality of the works fulfills Contract’s requirements. 

    Civil supervisor will be mainly active in the field to check that work progress in the field is in line with the Contract schedule and that safety of staff and equipment remains the first priority of the Contractors. 

    Achievements in 1-3 years

    First 3 months : Get acquainted with all procedures and templates necessary for the supervision of activities on site. Daily follow up of the works controlled by the EPC. 

    1 to 3 years : Ensure throughout the project that all civil issues in the field are tackled according to the project rules. Daily supervision and reporting to the Civil lead engineer. High focus on safety and quality. Guard against non-conformities in the field. 

    Main accountabilities & key challenges

    • General
      • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm. 
      • Assists the Civil lead engineer performing overall Quality control, supervision, planning follow-up, reporting, advising and troubleshooting for activities related to its domain. 
      • Perform daily site Inspection. 
      • Supports the organisation of construction and commissioning activities on the domain by supporting the Civil lead engineer. 
      • Supports Civil lead engineer in performing preventive risk analysis approach in its domain, and performs main controls to be performed based on the risk analysis and its experience.
      • Supports in verification of the QC documents. 
      • Supports Civil lead engineer in performing a preventive risk analysis approach on the civil domain to identify potential construction errors and potential optimizations before construction to ensure a smooth Change Request process if possible. 
      • Supports Civil lead engineer in attaining all relevant input necessary to the elaboration of the Review Sheets, the Technical Queries instructions, the Change Requests, the Non Conformance Requests and to the contract management. 
      • Provides input to the Civil lead engineer for the Daily, weekly and monthly progress reports for Construction activities. 
      • Takes part in daily coordination meetings with the contractors. 
      • Assists the Civil lead engineer in monitoring of the Project schedule / Progress on the field by giving precise insights on the civil activities advancement. 
      • Supports the coordination with engineers, designers, and coordinating meetings with consultants & contractors. 
      • Supports Civil lead engineer in resolution of problems and questions (punch items, NCR resolution, Technical Queries). 
      • Assists in elaborating the Punch List and assists in the transfer of the power plant to the O&M Contractor, including Construction completion certificates, taking over related documents. 
      • Assists in establishing measurement and evaluation of physical progress and QAQC progress (ITP records and open punch). 
    • Site activities
      • Supervises correct application of codes and technical requirements for site activities. 
      • Inspects jointly with the lead, (incoming) materials, products, and work in progress to conform with project standards and requirements. 
      • Assists Civil lead Engineer during audits by QAQC team. 
      • Check corrections actions to be done if inspection results were not good, and assist in making proposals for activities related to Brownfield. 
    • Safety
      • Promote / supervise a safe way to work, be present in the field to verify its implementation 
      • Together with the HSE manager, Site Construction Manager, CTO and Construction Team and the Civil Lead engineer the CS will supervise that adequate HSE policies and good practices are implemented on the site. Support during major accident investigations. 
      • Assist Civil lead engineer in reviewing practical implications of proposed Method statements to ensure that these are compliant with project rules. Supervise that contractors are applying all agreed HSE measure. 
      • Stops unsafe work at site. Record such deviations using HSE register and support HSE team to implement corrective action. 
      • Discuss any safety violations with Civil lead engineer, Site HSE Manager and Site managers from contractors. 
      • Actively support and apply the Project Health and Safety policy and procedures to achieve Zero Harm. 
    • Contractor Relations
      • Support collaborative trusting and effective multi contract relationships with site EPC and Brownfield contractors, Grids operators, and other contractors teams. 
      • Careful attention to all local aspects of the project. 

    Job Dimension

    Skills

    • Technical field supervision on wide range of civil aspects

    • Turnover in scope
      • Construction and start-up of EPC 500 M€ contract 
      • Construction and start up for third party (ELIA, Fluxys, brownfield, existing power plant, …) 
    • Autonomy to take decisions in the following areas: HSEe (Health, Safety, Environment, energy) supervision on construction and commissioning activities, in line with delegation from Site Construction Manager.  

    Achievements in 1-3 years

     1 to 3 years: HSEe follow-up of site activities in order to achieve the “zero harm” policy of Luminus and ensure that the objective is shared by all stakeholder of the project 

    Main accountabilities & key challenges 

    • General
      • Deliver HSEe induction to contractor’s new comers (except for EPC). Attend to some inductions performed by EPC contractor. 
      • Promote HSEe prevention towards workers. 
      • Participate in and prepare reviews of Method of statements prepared by contractor, and HSE management procedures prepared by EPC. Comments them when required. 
      • Be most of the time on site for HSEe inspections based on control plan and issue associated reports (good practices and deviation). 
      • Notify all deviations directly on the field to contractors, then by writing in a second step, in order to share the information with them, to help them to record and to follow the corrective action when needed. Fill-in a HSEe register and follow-up actions to be managed by contractors. 
      • Support the HSEe Coordinator to ensure the requirements of the HSEe policies are implemented as required to facilitate the project. 
      • Report to HSEe coordinator information coming from site in order to define related action plans. 
      • Report to HSEe coordinator input data in order to elaborate and follow-up the HSEEe performances and statistics and support HSEe coordinator to ensure that main figures are aligned between parties. 
      • Demonstrate commitment to completing the project without incident and promoting HSEe 
      • Support the HSEe coordinator for the management of environmental aspects and impacts of the works. 
    • Team Building
      • The HSEe inspector will demonstrate strong involvment to mobilize all site works’ stakeholders for the commitment with the “Zero harm” policy. 
      • Together with the HSEe coordinator, HSEe manager, Site contruction manager, CTO and Construction Team, the HSEe inspector will ensure that adequate HSEe policies and good practices are implemented on site. 
      • The HSEe inspector will collaborate in major accident investigations, report conclusions, development and implementation of corrective action plans with the EPC Contractor, the Brownfield contractors, Grids operators (ELIA and FLUXYS) and other contractors. 
      • Support HSEe coordinator to advise the Site Construction Manager and project team on HSEe matters. 
      • Organise excercices with the Project team and with all project parties in order to ensure that emergency response plan is well know and apply. 
    • Contractors Relations
      • Review Health and Safety Plans, procedures, emergency reponse plan and safe systems of work prepared by Contractors and Suppliers. 
      • Together with the HSEe Coordinator, review HSEe training plans, risk assements&method statement, relevant licenses, accreditations of the Contractor and its subcontractors when needed. 
      • Ensure that HSEe risks coming from the Contractors are identified, eliminated or minimized when selecting design solutions, construction methods and materials. 
      • With the supervision of the HSEe coordinator, ensure that contractors’ supervisors and workers are competent in the HSEe matters related to the work. 
      • Participate in investigations of HSEe incidents during construction and commissioning. 
      • Perform regular audits on contractors premisses to ensure that their HSEe management policy is well applied (documents avaliable on site, compliance certificates, waste register,…).

    Functie

    • De werftoezichter volgt de werf van dichtbij op 
    • Hij/zij staat in voor de dagelijkse opvolging van de werf en neemt – in samenspraak met de werfleider en de leidend ambtenaar van de werf – de dagdagelijkse beslissingen 
    • Hij/zij staat in voor de controle op het terrein van de naleving van de wetgeving, regelgeving en bepalingen van het bestek 
    • Hij/zij is vertrouwd met de opvolging van een werf volgens de wetgeving Overheidsopdrachten en volgens de bepalingen uit de gehanteerde standaardbestekken (voornamelijk 260, 250 en 270) 
    • De werftoezichter bereidt de werf voor, controleert de werken (incl. opmetingen), leveringen en vergunningen, houdt het werfdagboek bij, doet vaststellingen, reageert op problemen, verstrekt informatie en gegevens en maakt verslagen op 

    Takenpakket

    Zonder limitatief te willen zijn behoren volgende taken tot zijn/haar opdracht: 

    • Deelnemen aan de werfvergadering

    • Informeren en communiceren over de voortgang en moeilijkheden op de werf

    Profiel

    • Kennis van MS Office (of gelijkwaardig) 
    • Technische kennis voornamelijk met betrekking tot de wegenbouw en de bouw van kunstwerken. Heeft als diploma en ervaring: bachelordiploma in een technische richting, of gelijkwaardig door ervaring 
    • Hij/zij beschikt over de nodige volwassenheid en onafhankelijkheid om een complexe werf op te volgen en dit in goede verstandhouding met de (onder)aannemer(s). De Opdrachtgever verwacht een controle van de werf die hoofdzakelijk gestoeld is op de werfcontrole binnen het Agentschap Wegen en Verkeer. Hij/zij kan gevraagd worden om zich maximaal op deze wijze te organiseren 
    • De werfcontroleur is bereid om desgevallend ’s nachts en in de weekends te werken
